In case the water troops get too powerful,you should build some WTP 100 air-cushion transporters and place some SPIDER or SPIDER 2 units on them.
Dos edits
First, open your Earth 2140 starting batch file (earth800.bat or earth640.bat). It should look something like

then add on MM MD MS WW MW
after the x800 so your file looks something like

start /m vxdldr.exe

run the game using the batch file you modified
and while in a mission, type one of the following
RTHSHOWMP - shows the full map
RTHRNFRCMNT - allows you to call for more reinforcements
RTHMN4 - 4x amount of money from crate*
RTHMN2 - 2x amount of money from crate*
RTHCSHLL - unsure, experiment to find out...
RTNSRCHE - ditto...
RTHRSRCHLL - research all
RTHPVR - makes T100s and ST01Bs invincible to bullets
RTHFLL- unsure...
RTHVCTR - victory
